7. Eligible Bidders:

① Bidders shall meet the conditions stipulated in Article 22 of the Government Procurement Law;

② Bidders participating in this project shall provide a “Certificate of No Record of Bribery Crimes” issued by the local procuratorate and a “Commitment Letter for Fair Competition.”

③ Bidders who fall under any of the following circumstances shall not be accepted as bidders competing for the same project:

A. Those that have an investment and being-invested relationship with each other;

B. The operators and members of the board of directors (or equivalent governing bodies) of each other are direct relatives or spouses;

C. Different entities whose legal representatives or persons in charge are the same, or which have controlling or management relationships with each other.

④ Possess valid authorization documentation (e.g., if the bidder is an authorized distributor);

⑤ The submitted product has a Medical Device Registration Certificate.

⑥ A copy of the Medical Device Distribution License (if the bidder is an agent or distributor) or a copy of the Medical Device Manufacturing License (if the bidder is a manufacturer);

⑦ The products submitted shall be accompanied by a hygiene license for disinfectant product manufacturers and a hygiene approval document issued by the Ministry of Health for domestically produced disinfectants and disinfection equipment (applicable only to Air Disinfectors in Package 1).

⑧ Bidders must be corporate entities from the People’s Republic of China and may only be independent legal entities.
