The Liaoning Provincial Government Procurement Center, under contract LNZC2013-0087 (3), is conducting an open domestic tender and hereby invites qualified domestic bidders to participate in this government procurement activity.

The procurement items under this project are divided into two contract packages. Bidders may submit bids for both packages and may win contracts in either or both packages. However, bidders must submit bids for all procurement items within the package they are bidding on; otherwise, their bid will be deemed invalid.

II. Qualification Requirements for Eligible Bidders
1. Conditions stipulated in Article 22 of the Government Procurement Law of the People’s Republic of China that must be met.

2. One should consciously resist commercial bribery in the field of government procurement.

3. This project does not allow bidding by consortia.

Bidders must provide authorization (in copy or as the original, to be carried on-site for inspection) from the domestic general agent or regional general agent for each imported product they are bidding on (including DNA quantitation instruments, ECL luminescence gel imaging systems, pipettes, ice makers, constant-temperature mixers, pH meters, nitrogen analyzers, ultrapure water systems, high-throughput tissue homogenizers, high-speed refrigerated centrifuges, UV protective face masks, small benchtop centrifuges, water baths, digital cameras, large-capacity high-speed refrigerated centrifuges, continuous root analysis systems, and molecular hybridization boxes). Failure to provide such authorization upon verification by the evaluation committee will render the bid invalid.

III. Notes for Supplier Registration in Government Procurement
