2. Publication date of the tender notice: September 30, 2014.

3. Time for purchasing tender documents: From September 30, 2014, to 5:00 p.m. on October 18, 2014 (Beijing Time, the same below). Daily from 9:00 a.m. to 11:30 a.m. and from 1:00 p.m. to 5:00 p.m. (excluding statutory holidays).

4. Bid submission deadline and bid opening time: 9:30 a.m. on October 21, 2014.

5. Bid Opening Location: Henan Provincial Education Bidding Service Co., Ltd. (Bid Opening Room, Old Logistics Courtyard, within the campus of Henan University of Finance and Economics and Law, No. 80 Wenhua Road, Jinshui District, Zhengzhou City, Henan Province).

6. Bidder Qualification Requirements:

6.1 Bidders must be registered within the territory of the People’s Republic of China, have a registered capital of no less than RMB 3 million, and be legal entities capable of independently assuming civil liabilities.

6.2 The bidder shall have had no violations of laws or regulations, no adverse records, and no incidents involving improper conduct within the past three years in the territory of the People’s Republic of China. The bidder shall not be listed on any blacklists, shall enjoy a good commercial reputation, and shall have a well-established after-sales service system, with the capability to supply goods and provide services for the tendered project.
 
6.3 Complies with the provisions of Article 22 of the Government Procurement Law of the People’s Republic of China.

6.4 This bidding project does not accept bids submitted by consortia.

7. When registering and purchasing the bidding documents, you must bring the following materials (original copies and photocopies stamped with the official seal). The originals will be verified on-site, and the stamped photocopies will be retained.

7.1. Bidders must provide a copy of their business license, a copy of their tax registration certificate, and a copy of their organization code certificate.

7.2. Personnel purchasing the bidding documents must present a letter of authorization issued by the legal entity.
