III. Bidder Qualification Requirements:

(1) Legal entities registered within the territory of the People’s Republic of China and capable of independently assuming civil liabilities—among these, the registered capital for Package A, C, E, and H must be no less than RMB 3 million, while the registered capital for Packages B, D, F, and G must be no less than RMB 5 million.

(2) The bidder shall have no record of improper bidding behavior, no history of major accidents or breaches of contract in the past five years, and shall not be listed on any blacklists. The bidder must enjoy a good commercial reputation, possess a comprehensive after-sales service system, and demonstrate the capability to supply goods and provide services for the tendered project.

(3) Complies with the provisions of Article 22 of the Government Procurement Law of the People’s Republic of China.

When purchasing the bidding documents, you must bring the original and a copy (with the official seal affixed) of your business license. If the equipment being bid on is imported, the bidder must possess the necessary import qualifications for such equipment and provide supporting documentation. (The scope of business must be consistent with the industry to which the goods in each respective lot belong. The copy must be dated and marked with words such as “For bidding purposes only” or “Consistent with the original,” and must be stamped with the official seal of the bidding entity.)

IV. Information on the Sale of Tender Documents:

Tender document sales period: From February 27, 2014, to March 14, 2014 (Beijing Time, same below), daily from 8:30 a.m. to 11:30 a.m. and from 2:00 p.m. to 5:00 p.m. (excluding statutory holidays).

V. Information on Receiving Bidding Documents:

Deadline for submission of bid documents and time for bid opening: 9:30 a.m. on March 20, 2014.

Location for receiving bid documents and opening bids: Conference Room of Henan Provincial Education Bidding Service Co., Ltd.
